National Entitlement Cards - privacy notice

The National Entitlement Card (NEC) allows customer-friendly access to various Scottish public sector services, both by providing a multi-purpose smartcard and by giving individuals the opportunity to demonstrate who they are. It also supports a Scotland wide discounted travel scheme for young people and free bus travel scheme for older and disabled people.

If we didn't ask for and use your information then it wouldn't be possible to carry out our statutory functions and process your application or provide you with a National Entitlement Card. We'll use your information to:

  • process your application
  • inform you of any services we provide via the National Entitlement Card

Data Protection Legislation sets out the lawful basis for processing personal data.

We process your information in this connection in order to carry out tasks in the public interest and in the exercise of official authority vested in councils.

Without the correct information we'll be unable to confirm who you are and therefore be unable to discuss any information relating to any services we provide via the National Entitlement Card.

The information we hold about you will come from you as an individual. Such information includes:

  • your title
  • your name
  • your address
  • your date of birth
  • your gender
  • your photograph
  • your contact details such as telephone numbers and email addresses
  • person and residence proofs you provide
  • eligibility proofs

Core data is held on the NEC Card Management System (CMS) until either such time that you're no longer entitled to receive services in Scotland or until you decide that you no longer wish to have a NEC.

Your information will be shared with the following organisations in order to process your application:

ESP Systex - responsible for the printing, fulfilment and delivery of the badge

National Entitlement Card Programme Office - as data processors they're responsible for the administration of the scheme on behalf of us, the data controllers

Strathclyde Partnership for Transport - responsible for the administration of the concessionary travel scheme on behalf of us
