Pavement parking ban
Find out about the pavement, double and dropped kerb parking ban and how we'll implement it in East Renfrewshire
The Scottish Government changed the law in late 2023 to make parking on pavements, double parking and parking at dropped kerbs an offence. These measures are designed to improve accessibility and ensure walking and wheeling is not obstructed by parked vehicles.
We're making plans to enforce the new legislation, and will start enforcement at the earliest possible time. There are a number of processes that have to be undertaken before enforcement begins including the need for our contractor to make changes to the hand-held devices used by our Parking Enforcement Officers. We are part of a Collaboration Group which includes Glasgow City Council, North Lanarkshire and Dunbartonshire, who are all reliant on the same PCN system being updated. We'll update this webpage with further details when dates have been agreed.
Once the necessary processes and procedures are in place we'll begin issuing Penalty Charge Notices on illegally parked vehicles. The Penalty Charge Notice is set by legislation at £100, reduced to £50 if paid within 14 days.
Assessments
We are in the process of assessing all streets across East Renfrewshire in order to identify locations where vehicles are parking on the pavement, and to determine if they meet the criteria allowing them to be considered for exemption.
Exemptions
Importantly, the pavement parking ban will apply to all pavements. We recognise that there may be locations where pavement parking is necessary to allow streets to function effectively and an exemption from the ban would be appropriate.
Within East Renfrewshire we'll be considering where we may need to recommend exemptions. Exemptions will be considered carefully, based on the research that has been undertaken into street characteristics. When an exemption order is introduced, the exempted area will be clearly signed and marked so that members of the public understand that they're allowed to park there.
